Michael Williams serves as the Chief Technology Officer (CTO) for the Department of the Army Civilian Human Resources Agency (CHRA), reporting to the CHRA Director of Information Technology. CHRA is the human resources (HR) service provider for the U.S. Army civilian workforce, responsible for the full HR lifecycle from recruitment to retirement. Michael is responsible for defining technical strategies in alignment with CHRA’s strategic goals, developing technical standards, monitoring/assessing IT readiness and managing enterprise IT projects. In line with these responsibilities, Michael is responsible for the technology platform used to deploy CHRA’s enterprise applications that provide HR services to over 200,000 Army civilian employees worldwide and for the end-user computing platform deployed to CHRA’s global workforce.
Michael began his career with the U.S. Army as a civilian working for the Army Management Engineering College while still in high school. During his tenure there, Michael transitioned to providing IT helpdesk support to the organization and later, to taking over software development for computer based training products developed for Federal Government customers. He worked as a lead software engineer for a large multi-national defense contractor before returning as an Army civilian to work for CHRA in 2003. Michael has worked at CHRA’s North Central Region, Europe Region and now for CHRA headquarters serving in various roles from system administrator to cybersecurity manager to his current role.
