Dave serves as an internal and external advisor for efforts directed at federal CIOs who are undergoing technology modernization and secure digital transformation targeted for improved mission performance and superior customer service experiences. He assists federal CxOs navigate strategy and business transformation using a full array of Accenture solutions and products and new solutions.
From September 2014-August 2017, Dave was the Chief Strategist for Veris Group and CoalFire Federal where he worked with government and industry clients to ensure secure cloud technologies were brought to market that enhance government business performance and achieve high performance results.
From 2009-2014, Dave Served as the Associate Administrator for GSA’s Office of Citizen Services and Innovative Technology where he helped lead the Cloud First strategy, the Digital Government strategy, cloud acquisition vehicles, the creation and implementation of the FedRAMP program, and overseeing numerous open government initiatives such as Challenge.gov, Data.gov, and Search USA.
From 2005 to 2014, Dave served as VP and Managing VP for Gartner’s Global Public Sector Research where he assisted public sector executives around the world with IT management and was a featured speaker at annual Gartner conferences and events.
Dave also served as Vice President for eGovernment at the Council for Excellence in Government from 2002-2005 and began his federal career at the General Accountability Office where he worked for 18 years, focusing largely on developing IT management leading practices that formed the basis for GAO evaluations of agency IT management maturity and landmark legislation such as the Clinger-Cohen Act and the eGovernment Act. He is a graduate of the University of Texas (B.A., M.A.) and University of North Texas (Ph.D.), past Executive Chair of the Industry Advisory Committee (IAC), and 2010 Government Eagle Award recipient for his impact on federal IT.
